美國史丹福大學 177 名教授、學者聯署公開信要求司法部終止在當地大學執行「中國行動計劃」（China Initiative），指計劃可引發種族歧視，並嚇怕部分科學家。
美國於 2018 年推出「中國行動計劃」，旨在反制中國的情報活動和政治宣傳，並防止中國間諜盜取美國科技。聯署公開信指，行動執行至今，已偏離了原意，引發偏見歧視，甚至有損美國科研及競爭力。
公開信指，「中國行動計劃」啟動以來，對學術研究的調查及指控顯著增加，當中大部分同盜竊知識產權或科學/經濟間諜無關。並指調查不合理地針對華裔研究人員，寒蟬效應令許多學者不願去美國或留在美國發展，認為「應該終止『中國行動計劃』」。
美國司法部發言人回覆路透社時說，政府致力打擊破壞美國國家安全和損害經濟的非法活動，但同時非常關注亞裔遭歧視問題。
路透社報道，麻省理工學院和哈佛大學均分別有華裔教授遭指控，另有 ５ 名訪問學人中國科學家去年亦被當局拘捕，涉及簽證欺詐等罪名，部分指控後來被撤銷。司法部早前公布，至少有 27 宗案件是涉及「中國行動計劃」。
田納西州的一名聯邦法官上周裁決一名被指在其 NASA 研究資助申請中隱瞞與中國關係的教授無罪，指檢察官沒有提供證明顥示他有意圖欺騙美國政府。
史丹福大學物理系教授 Steven Kivelson 表示，他參與聯署是因為他目睹華裔同事因為「中國行動計劃」而面對敵視。
美國前能源部部長、華人物理學家、1997 年諾貝爾物理學獎得主朱棣文向路透社表示，「中國行動計劃」不單無助保護美國科技優勢，更可能破壞美國在科學上的領先地位。
